What is a County-Based Agency (CBA) For Aging Services?

As the designated County-Based Agency (CBA), DeKalb County Office of Senior Affairs is responsible for maintaining a coordinated aging service delivery system. This includes developing the local aging plan, monitoring the accountability of subcontracting service providers, and planning and coordinating programs and services for all of DeKalb County’s diverse senior population. The County Based Agency (CBA) designation is awarded by the Atlanta Regional Commission (ARC), which serves as the Area Agency on Aging for DeKalb County and the rest of metropolitan Atlanta. The CBA designation enables the County to receive funds from ARC under the Older Americans Act and any funds authorized by state or federal legislative or regulatory action to coordinate specific aging services. What Services are Provided by the Office of Senior Affairs?

The DeKalb County Office of Senior Affairs provides Information, Referral and Assistance Services. The Office also plans, coordinates, and subcontracts for provision of five (5) additional services including the following:

  • Case Management
  • Congregate Meals at Senior Centers
  • Home-Delivered Meals
  • In-Home Services
  • Transportation

The services listed above are primarily for the frail elderly, targeting those with the greatest economic and social need. The Office of Senior Affairs carefully monitors the subcontracted services and ensures contract compliance, quality delivery and non-duplication of services, and fiscal accountability. In addition, the Office of Senior Affairs coordinates with other aging service providers, faith-based organizations, and human service organizations to ensure that the DeKalb community promotes a continuum of services for seniors, both well-active and frail. The Office provides staff support to the Senior Roundtable, established to monitor the ongoing implementation of the Bridge Builders’ Community Action Plan for Senior Services, 2003-2007.
