Finance Department
Overview
The Finance Department consists of the Office of the Director, Accounting Services Division, Treasury Services Division, Risk Management and Employee Services Division, Grants and Capital Projects Division, and the Utility Customer Operations Division. The Director serves as the Chief Financial Officer to the CEO and the Board of Commissioners regarding the fiscal status of all county controlled funds and services in all administrative and advisory capacity on related matters
The mission of the Finance Department is to deliver timely and accurate financial reporting and provide proper oversight of all expenditures and revenue collections in order to successfully support the operations of DeKalb County. The Finance Department principally assists the various departments, boards and committees by planning, organizing, and directing DeKalb County's financial activities in conformance with all applicable federal, state, and local laws as well as the standards set forth by the Government Accounting Standards Board (GASB) and Generally Accepted Accounting Principles (GAAP).

Accounting Services
The Controller leads the accounting services division, which is responsible for the central accounting, accounts payable activity, capital asset management, and financial reporting for the County. This division is organized into two sections: the General Ledger section and the Accounts Payable section.
The Controller oversees the annual financial audit, compilation of financial statements, and preparation of the Annual Comprehensive Financial Report (“ACFR”) for the County.
Treasury Services Division
The Treasurer leads the Treasury Services Division, which manages cash and debt functions, revenue collection for all departments, and investment of funds.
Grants and Capital Projects Division
The Grants and Projects Division is responsible for the accounting. compliance, and reporting for all grants received by the county and for the accounting for all capital projects of the county, including for the county's SPLOST programs as well as the county's bond programs expenditures
Risk Management Division
The Risk Management and Employee Services Division provides insurance programs, employee benefit administration, pension administration, safety and loss prevention, workers' compensation administration, payroll, and records management that support and protect DeKalb County’s workforce.
Utility Customer Operations
Utility Customer Operations manages billing, collections, and customer support for DeKalb County’s Watershed Management services. The division ensures accurate revenue collection while providing clear account information, accessible payment options, and responsive service to residents and businesses.
