
DeKalb County has launched the Peaceful Protest Protocol (P3), a comprehensive guide to help residents plan and participate in protests safely, lawfully, and effectively while protecting their First Amendment rights.
The P3 resource was developed in collaboration with the Office of the CEO’s Communications Department, DCTV, and public safety officials to empower civic engagement and support community voices. It includes step-by-step guidance on planning a protest, understanding legal requirements, obtaining permits, and maintaining safety during demonstrations.
“The right to peacefully protest is a cornerstone of our democracy,” said DeKalb County CEO Lorraine Cochran-Johnson. “It is our responsibility to support residents in exercising that right while ensuring demonstrations remain safe and organized.”
The toolkit covers:
- Do’s and don’ts of peaceful protesting
- Permitting processes and planning checklists
- The role of law enforcement during demonstrations
- Legal rights and resources for protestors
- Contact information for permits, safety coordination, and legal aid
A video introduction from the CEO and the DeKalb County Police Department accompanies the guide to further support residents in understanding their rights and responsibilities.
DeKalb County developed the P3 toolkit in English and Spanish to ensure accessibility for all residents and encourages community groups, activists, and organizations to use and share the resource as they plan their demonstrations.
