The mission of the Community Development Department is to develop viable urban communities that principally benefit low-to-moderate income persons and work collaboratively with nonprofit agencies, governmental entities at all levels, the business community, the faith-based community, residents, and schools.

In achieving its mission, the Community Development  Department works primarily with funds from the U.S. Department of Housing and Urban Development for the provision of resources to carry out the long-term objectives that address HUD’s three overarching goals: 

1. The provision of decent and affordable housing for low to moderate income persons residing in DeKalb County
 
2. To provide a suitable living environment, public facilities, infrastructure, and expanded community services, principally  benefiting low to-moderate income persons

3. To expand economic opportunities, increase and retain new and existing jobs, and revitalize economically depressed areas that principally serve low to moderate-income areas.

DeKalb County Small Business Loan
The DeKalb County Community Development Small Business Loan Program is designed to provide below market rate fixed asset financing to new and existing small businesses who want to do business in DeKalb County. 

This program also establishes a platform for creating and retaining jobs in the County. As an engine for economic growth, the DeKalb County Community Development Department is excited to provide small business financing opportunities businesses. DeKalb County HOME-ARP Public Information
The U.S. Department of Housing and Urban Development (HUD) allocated $7.8 million in HOME - American Rescue Plan (HOME-ARP) funds to help DeKalb County create affordable housing and services for people experiencing or at risk of experiencing homelessness. 

How to Apply for the Project HOME-ARP Program 

Eligible citizens must live in DeKalb County and complete a pre-screening through the DeKalb Coordinated Entry System. The intake process begins by calling the Coordinated Entry hotline Monday through Friday at (404) 687-3500, between the hours of 9:00 a.m. to 5:00 p.m.
