Over the years, Clerks have become the hub of government - the direct link between citizens and public officials - and serve as historians of their governments.

On November 4, 2008, with the passage of Senate Bill 52, DeKalb County, Georgia made history when the Board of Commissioners and the Chief Executive Officer appointed its first Certified County Clerk Barbara H. Sanders, CCC on January 6, 2009. With the passing of Senate Bill 52, Presiding Officer Mereda Davis Johnson now presides over all Board of Commissioners' regularly scheduled meetings.
Ms. Sanders, in her position as County Clerk, sees her primary mission as serving the interests of the entire community by enabling good government through the innovative use of technology. In 2006, Ms. Sanders was Certified as a County Clerk by the University of Georgia; she is also a member of the International Institute of Municipal Clerks, (IIMC) where she is currently working on her CMC (Certified Municipal Clerk) designation.

The commission has the power and authority to fix and establish policies, rules and regulations governing all matters reserved to its jurisdiction by the DeKalb County Organizational Act. The following powers are granted to the Commission by Section 9 of the Organizational Act:
The first form of government in DeKalb County was created by the General Assembly in 1886. The Board of Commissioners of Roads and Revenues was a group of five commissioners elected by the county grand jury and had fairly broad powers concerning property control and levying taxes. In 1896, this form of government through its creating act was repealed.
