Law Department

Quianna Woodbury

Quianna Woodbury (she/her) is a Paralegal in the Law Department who works primarily with the Public Safety team. Her duties include managing litigation cases, open records requests, research and drafting documents. She is also a certified public notary in the state of Georgia. 

Geri McFadden

Geri McFadden (she/her) is a Senior Legal Secretary in the DeKalb County Law Department where she routinely provides support to three attorneys. She maintains document production and the client case file as well as assisting in the preparation for hearings and trials. 

Chandria Odum

Chandria Odum (she/her) joined the Law Department in September of 2020 with almost 10 years of experience in legal administration. She currently supports three attorneys, assisting with Voter Registration and Elections as well as Infrastructure and Development.

Sean Garrett

Sean Garrett is an Assistant County Attorney in the Law Department’s Administration Group, where he provides legal counsel to county agencies and officials about the Open Meetings Act, the Open Records Act, Robert’s Rules of Order, and board appointments. His practice includes representing county agencies with the general public and representing the County’s interest in federal and state court proceedings. Prior to joining the Law Department, Mr.

Clark E. Candler, II

Clark E. Candler, II (he/him) is a Senior Assistant County Attorney in the Law Department’s Infrastructure Division, where he provides legal counsel to several county agencies and officials including the Roads & Drainage Department and Planning & Sustainability Department, along with working with the Executive branch and Purchasing Department of DeKalb County.

Viviane H. Ernstes

Viviane H. Ernstes (she/her) is the Chief Legal Officer for DeKalb County. She represents and provides legal advice to County departments and elected officials, including the Chief Executive Officer, Board of Commissioners, Sheriff, and Tax Commissioner. She is responsible for the operation of the County's Law Department comprised of over 30 staff members and she supervises and manages all civil litigation handled by the law department and its outside counsel. 

Trey L. Burkhalter

Trey Burkhalter (he/him) has been a Senior Legal Secretary with the Law Department since 2020. His duties include preparing and filing legal pleadings for both federal and state courts, drafting responsive discovery materials, along with maintaining files for his assigned attorneys. He is also a certified notary public in the state of Georgia.
