Impact on CoC Applications
This cancellation applies to all of the following:
- Renewal applications
- New project applications
- Expansion and reallocation applications
- CoC Bonus applications
- DV Bonus applications
What This Means for Your Agency
No FY25 Local Competition
DeKalb County will not conduct a FY2025 CoC competition or application review process.
No Applications Required
Agencies should not submit project narratives, budgets, or supporting documents at this time. HUD has suspended all FY25 CoC submission requirements nationwide.
Renewal Project Funding
HUD has indicated that existing CoC-funded projects may receive extensions through one or more of the following:
- Administrative renewal
- Contract extensions
- Continuity of funding measures
We will provide detailed guidance as soon as HUD issues official instructions.
Ongoing Requirements
Although the FY25 NOFO is canceled, all CoC-funded agencies must continue full compliance with:
- 24 CFR Part 578 (CoC Program Rule)
- Annual Performance Reports (APRs) in SAGE
- Coordinated Entry participation
- HMIS data quality and timely data entry
- Recordkeeping and match documentation requirements
- Equal Access Rule and nondiscrimination standards
All existing CoC grant conditions remain in force.
Next Steps
DeKalb County Community Development will:
- Issue updates once HUD releases renewal and extension guidance
- Provide technical assistance sessions to agencies, as needed
- Continue oversight of Coordinated Entry (CE) operations and system performance
- Prepare for the next NOFO cycle once national timelines resume
