Application Instructions
This packet provides guidance for organizations applying for FY2025 CoC Program funding through DeKalb County Community Development. All applicants must comply with HUD Continuum of Care regulations, Uniform Guidance, the FY2025 CoC NOFO, and the DeKalb CoC Governance Charter.
Submission Requirements:
- Complete the FY2025 DeKalb CoC Universal Application.
- Compile all required attachments and documentation.
- Merge all items into one PDF and email by the deadline.
Project Eligibility & Submission Requirements
Step 1: Confirm Eligibility
- Applicant is an eligible nonprofit organization or public entity.
- UEI and SAM.gov registration are active.
- Project type is eligible under HUD CoC Program standards.
- Agency is able to comply with all federal regulations.
Step 2: Prepare Application Components
- Completed FY2025 CoC Universal Application form.
- Required attachments (financials, staffing, match documentation, APR).
- Project description, service model, and target population details.
- Detailed budget and match table.
Step 3: Submit Your Packet
- Combine all documents into a single PDF.
- Name file clearly (e.g., “FY25 CoC – Agency – Project”).
- Email to DeKalbCoC@dekalbcountyga.gov.

Eligibility definitions established by HUD for program enrollment and prioritization.
