The citizens of DeKalb County are facing an increasingly acute and complex set of stormwater management challenges as the County continues to grow and prosper. The primary challenges include the aging and deterioration of existing stormwater drainage infrastructure and increasing requests for the maintenance and repair of stormwater drainage structures.

The County strives to meet the requirement of "reducing pollutants to the Maximum Extent Practicable (MEP)” by having procedures in place and following Best Management Practices (BMPs) in the following areas:

Federal, State and County laws and/or ordinances currently prohibit the discharge of certain non-stormwaters to the storm drain system.  The purpose of these regulations is to protect the quality of our surface water resources by minimizing contamination associated with urban activities.  Prohibited discharges include industrial process water, sanitary sewer flows, dumping of liquid waste, stormwater pollution and other non-storm flows.

The Stormwater Utility (SWU) fees that fund the DeKalb County stormwater program are based on types of property and the amount of impervious surface on each property.  The fees collected from property owners are used by the County to mitigate the damaging effects of stormwater runoff from properties with impervious surface.   To the extent that property owners mitigate the degrading effects of stormwater runoff before discharging to the County system, the burden placed on the County system is somewhat lessened.  Therefore, the SWU fees for properties having certain

In order to fully recover the cost of providing stormwater services and facilities while fairly and reasonably apportioning the cost among developed properties throughout the DeKalb County service area, the following rates shall apply:

1. All single dwelling lots (i.e.  single family homes or townhomes) are charged one (1) ERU per year for their stormwater runoff.

2. All multiple dwelling lots (i.e.  apartments or condos) are charged one-half (.5) ERU times the number of units on the lot.
