The Stormwater Program comprises of Stormwater Utility (SWU) and Stormwater Management. The Stormwater Utility was developed in December 2003, when DeKalb County Board of Commissioners authorized the collection of stormwater utility fees. The Stormwater Management arm of the Program executes all the required activities and programs under the National Pollutant Discharge Elimination System - Phase I Large Municipal Separate Storm Sewer System (MS4) Permit. The Program strive to reduce the amount of pollution in the stormwater runoff that discharges into water bodies by following the best Stormwater Management policies and procedures. Stormwater Management is funded through the Stormwater Utility.
