Interim Chief Procurement Officer, Talisa R. Clark
Talisa directs and oversees the department’s daily operations by providing faster, smarter and better services to assist other County departments in their day-to-day operations and provided services to the citizens of DeKalb County. Talisa was appointed Interim CPO in December 2015 and is a tenured employee, joining the DeKalb team in 2005. Her 11+ years of experience has been within the Department of Purchasing and Contracting where she elevated through the department serving in roles such as, Buyer Assistant, Administrative Operations Supervisor, Deputy Chief Procurement Officer and Procurement Deputy Director. Talisa was instrumental with the department’s recent re-organization in 2014 and development and implementation of new policies and procedures. She earned her MBA and BA from Clayton State University in Business Management with a concentration in Supply Chain. She has been a member with National Procurement Agencies such as, the National Institute of Governmental Purchasing (NIGP) and Governmental Procurement Association of Georgia (GPAG) for over ten (10) years. Talisa volunteers her time and procurement knowledge with the GA Chapter of NIGP by serving as Treasurer on the Board of Executives. In 2015, Talisa was named Procurement Manager of the Year by the GA Chapter of NIGP, nominated by her DeKalb County Purchasing and Contracting family.
